I like the quote from the first story:

"It's incredible," The Times, quoted an unidentified senior diplomat from a swing voter on the council as saying. "The report is going to have a clearly defined impact on the people who are wavering. It's a biggie."

Yes it will have an impact on the "wavering," but not on those who have made up their minds in the face of the evidence. The argument out of France is that Europe is appalled that we would be so stubborn in our position on Iraq, regardless of the consequences. That argument cuts both ways.
