Quotas? What quotas?: So, you're a member of NYC's fabled city traffic department, charged with enforcing traffic laws and ensuring an orderly street grid. Faced with a sudden, city-wide blackout (again, fortunately, only NYC was affected), what do you do, hotshot, what do you do? Well, for heaven's sakes, you don't start directing traffic at congested intersections. That's no way to make money. Instead, keep writing tickets. We can't have parking anarchy now can we?
