Moreover, we need to move up the chain and begin targeting the leaders of these groups.

Razor has pointed out how Hamas's top-level recruiting efforts have trouble keeping pace with Israel's ability to bump off the CEO. Israel no doubt is working on the assumption that those who wish to lead the martyrs don't necessarily have the martyr mentality themselves. They might think twice about accepting the top spot.
